Who Are We?
Vanguard Readiness LLC is a regulatory readiness and emergency management consulting firm dedicated to helping organizations operate safely, compliantly, and confidently under regulatory scrutiny.
Our work bridges emergency response, compliance, and governance — ensuring that organizations are not only prepared on paper, but operationally ready when it matters most.
We specialize in environments where regulatory failure carries serious consequences, including healthcare, energy, and regulated services.
Meet the Founder and CEO
Damarley Laing is the Founder and CEO of Vanguard Readiness, bringing a powerful combination of emergency response expertise and deep regulatory knowledge.
Damarley holds a Bachelors of Science in Fire Sciences and Emergency Response Administration from the Metropolitan State University of Denver and has built a career grounded in protecting people, critical infrastructure, and essential services. In addition to work in healthcare preparedness, Damarley has served as a compliance consultant in the oil and gas industry for major companies including Chevron, Tallgrass Energy, Navajo Tribal Utilities Authority and other leading operators, providing expertise in regulatory alignment, safety program development, and incident management systems. Damarley is also a Certified Associate Emergency Manager (AEM) with the International Association of Emergency Managers (IAEM).
This broad industry perspective strengthens Damarley’s ability to design robust, practical, and sustainable emergency preparedness programs for long-term care environments. His experience includes developing and implementing emergency response plans, leading large-scale corporate training initiatives, and performing thorough regulatory gap analyses for high-risk industries.
Through Vanguard Readiness, Damarley’s mission is simple: to help assisted living, long-term care, and nursing facilities achieve true emergency preparedness — not just for compliance, but for the safety and well-being of every resident and staff member.
Damarley believes that readiness is more than a checklist; it’s a culture. That’s why he partners with organizations to build strong, resilient emergency programs rooted in real-world challenges and best practices.
“Preparedness isn’t just a requirement — it’s a responsibility.”
